BENTON HARBOR - A former Benton Harbor police officer was arrested today and is now facing prison time if convicted of sexual assault allegations.

42-year-old Jared Graves, a 14-year veteran employee of the Benton Harbor Department of Public Safety was arrested at his home today by Michigan State Police.

Graves mostly sat in silence Thursday afternoon over a video transmission from the jail while the judge read off charges. Graves faces felonies: two for criminal sexual conduct, one for misconduct in office and another for delivery of marijuana.

According to charging documents, on October 5th, Graves investigated a reported smell of marijuana at the Harbor Towers apartment complex right across the street from the police station. Graves took the weed from a 24-year-old woman but never busted her.

According to the complaint, two days later he called the woman to the department, took her in a storage room and threatened to arrest her if she didn’t perform sexual acts on him. He gave the drugs back when it was over.

On November 15th Graves called the victim to back to the department and said he could still charge her with marijuana possession if she didn’t have sex with him.

Roger Lange, Director of Public Safety, said he reacted with “disappointment and disgust” when he learned about the allegations. Lange says within hours the department started an internal investigation into Graves.

Lange said video surveillance of the building confirmed the allegations. “These cameras came in very useful in obtaining evidence needed to prove the allegations,” he said. Lange says within 12 hours of the victim coming forward Graves was taken off of patrol work and within days Graves resigned from his position.

Lange says the department moved fast and this type of behavior will not be tolerated. “This department is going to be accountable for its actions and every officer here will be held accountable for their actions,” he said.

According to the documents, Graves admitted most of the allegations except he says the sex with the victim was consensual.

This is just insane!  The kids should be punished by their parents and school, not ruined for life by the injustice system!



HOUSTON - This is what you expect to see on the campus of an elementary school: children playing and learning.

But you never expect to hear the type of story this mom, who we are calling Pam, is about to tell you.

"My son told me that he was molested on the school bus."

What's even more shocking in this bizarre story at Thompson Elementary -- those who allegedly sexually assaulted Pam’s 8-year-old special-needs son are also special-needs students.

"He told me two kids, two 10-year-olds, molested him on the school bus, and the bus driver wasn't listening, and she wasn't paying attention to him," the mom, who we are calling Pam, said.

Those two boys have been arrested and charged with sexual assault, their parents said.

But what adds insult to injury – Pam said she didn't learn of her son's alleged victimization until a week after it happened.

And it gets worse.

"When they notified me, my son was already at home sick,” Pam said. “They sent a letter home saying he was being suspended from school for inappropriate behavior on the bus."

She turned to local community activist Quanell X for help because here is where this case takes another twist.

She said the detectives investigating the sexual assault turned their attention to her as a parent.

"Now law enforcement is investigating her and this mother to see if the children learned this behavior from them,” Quanell X said. “Her child is the victim in this case."

This mother” refers to the mother of one of the suspects in the sexual assault. She refused to talk or address any questions about her son.

The Houston Independent School District released the following statement:

“On August 30, 2011, the Houston ISD transportation department was asked to review general conditions on a school bus that transports students with special needs from Thompson Elementary School. As part of this review, HISD officials viewed security videos from the bus. One of those videos, filmed on August 25, 2011, appeared to show three male students engaged in inappropriate activity. On August 30, the Thompson Elementary principal notified the parents of the students who were involved. In addition, the Houston Police Department and Child Protective Services also were notified and HPD took the lead on the criminal investigation.

On Wednesday, January 4, 2012, Houston police took two 10-year-old Thompson students into custody. Parents of the students who were involved in the incident are being offered counseling services for their children.”

FL - Lake commissioners tighten sex-offender regulations, prohibit clustering

TAVARES - County commissioners moved ahead on tightening restrictions on sex offenders this week, unanimously approving a "cluster buster" ordinance that will prohibit offenders from inundating an apartment complex, mobile-home park or neighborhood.

The new restrictions, which apply to sex offenders with victims under 16, will prevent "havens" from forming in Lake, commission Chairwoman Leslie Campione said. She said the clusters are becoming a problem across the U.S.
- The very residency restrictions you are passing is what is causing the clustering.  Get rid of them and this won't be a problem.

"We're on the cutting edge to protect our children and to protect our communities," Campione said. "Even if we have challenges, we're on good ground here."

The push for tighter regulations came after a Tampa woman suggested last year the Sorrento area could be an ideal place to establish a special neighborhood (Video #1, #2, #3) for sex offenders. Barbara Farris, president of the Apopka-based SO Housing Solutions, wanted to create the community to offer housing, transportation and other services to paroled sex offenders.

In October, commissioners passed an ordinance banning sex offenders from residing within 2,500 feet of day-care centers, public and private parks, playgrounds and schools and prohibited them from living with each other unless they were related.
- And this is exactly what is causing the clustering.  Now they want to pass more laws to "get rid" of the clustering they created, which will just make matters worse.  If you'd repeal the residency laws, then this would not be a problem.

However, commissioners felt that wasn't enough and pushed to add the more stringent restrictions. Under the new ordinance, offenders cannot live within 500 feet of another sex offender, which County Attorney Sandy Minkoff said will prevent clustering in any part of the county.
- So now, trying to find a home within the law, which is already hard enough, they must now also find out if any sex offenders live near by?  Come on!  Hopefully the ACLU or someone will step in and get this squashed.  It's just the usual knee-jerk reaction that doesn't fix anything.

"This would spread them out fairly significantly and prohibit any one apartment building or development being used to congregate several," Minkoff said.

Like Seminole and Hillsborough, Lake set a 300-foot "safety zone" buffer around day-care centers, schools, parks and playgrounds. Offenders aren't allowed to cross except, for example, if they're going to see a doctor or meet with their attorney, Minkoff said. And they'll have to declare themselves as sex offenders when they walk into an emergency shelter during a hurricane or natural disaster.

However, under the ordinance, sex offenders may not be forced to move out if their current living arrangements violate the new restrictions. There are more than 400 registered sex offenders in Lake. Not all of them are listed as abusing children.

Nonetheless, the action will deter offenders from moving into Lake and setting up "sex-offender villages," Commissioner Jimmy Conner said after the meeting. The restrictions send a strong message, he said.

"That is: convicted sex offenders not welcomed," Conner said. "I'm not ashamed or afraid to send that message. You ought not to be scared or timid when it comes to protecting young people. You should be bold and aggressive. And, I think, that's what we're doing."
- But, nothing you are doing "protects" young people!

SANFORD — A former Orange County deputy who authorities say was caught in the act while having sex with a 15-year-old boy, today pleaded no contest in exchange for 15 years of sex-offender probation.

Joseph Anthony Moss, 47 of Orlando, pleaded no contest to the one count he faced, lewd and lascivious battery.

He was arrested in July after a Casselberry officer discovered Moss and the boy in the cargo area of a parked SUV, the boy's bicycle nearby. Moss jumped into the driver's seat, and the boy was found in the back, pulling up his pants, according to Moss' arrest report.

The boy told the officer that they'd had sex, that they'd had it several times before and that they had met on an Internet site.

Assistant State Attorney Gino Feliciani said Moss' DNA was found on the boy.

Moss said little at today's brief hearing. He'll be formally sentenced next month, but Circuit Judge Kenneth Lester Jr. warned him that as of today, he will officially be a registered sex offender.

Moss worked as an Orange County deputy for 12 years in the 1980s and 90s, much of it as a patrol officer, but his final assignment was at Cypress Creek High School in Orange County.

He was fired from OCSO in 2000, shortly after he was arrested, accused of having child pornography. According to internal affairs records, his young daughter found porn on the family's living room computer, something he'd given his children for Christmas a year earlier.

Investigators also discovered online chats in which he identified himself as a 17-year-old boy.

He was charged with possession of child pornography but pleaded no contest to a reduced charge — possession of obscene material — and was placed on a year of probation.

While he was assigned to Cypress Creek High, someone used his school computer and screen names to look at adult websites, internal affairs records show.

He was fired by the Sheriff's Office and later went to law school at Barry University's School of Law but was never admitted to the Florida Bar.

He did work as an intern then paralegal and investigator with the public defender's office in Orange-Osceola for three years, said Public Defender Robert Wesley. That job ended in 2008, Wesley said.

Katherine Heigl is not afraid to joke that she "hates balls" for a good cause.

The "Knocked Up" actress and former "Grey's Anatomy" star is featured in a PSA advocating for pet owners to neuter their pets. The PSA is part of the Jason Debus Heigl Foundation, which the actress developed with her mother. The foundation has funded spay/neuter programs and also offers financial support for animal rescue organizations.

The foundation is named after Heigl's brother Jason, who died from brain damage in 1986, one week after being in a car accident.

The PSA also has a full website to go along with it called which features information about neutering pets and merchandise like "I Hate Balls" T-shirts.

The video shows Heigl holding a dog and also has the actress present reasons why she is not fond of testicles. "Unfortunately I can't cut the nuts off human men...yet. So I've dedicated my time to the neutering of dogs 'cause that's legal," she said in the video, which can be seen below.

Heigl will next appear on the big screen in "New Year's Eve" opposite rocker Jon Bon Jovi, which hits theaters on December 9. Check out Heigl's PSA below.
