The Halloween Sex Offender Hoax

The spookiest time of the year is fast approaching, and you have likely already heard about local law enforcement officers preparing to keep your area free of danger on Halloween night.

They may be visiting schools to counsel kids on safe practices. They may be warning drivers about watching out for children on Halloween night. In communities across America, officers are fanning out to knock on the doors of registered sex offenders.

The idea behind visiting local "S.O.s" (as they are referred to) is twofold. First, it's a transparent effort to check that the address police have on record for the ex-offender is still good. Second, it is a somber face-to-face warning to the S.O. that they are not allowed to interact with children on Halloween.
- This is for those who are on probation/parole.  Those off paperwork can celebrate the holiday, in all states, if I am not mistaken.

Laws vary from state to state, but generally speaking those convicted of sex offenses are not allowed to decorate the outside of their homes or leave their outdoor lights on during Halloween night. Most S.O.s are required to display a poster in the front window saying they are not giving out candy or any other treats. In some states, there is a mandatory shut-in order for them from sundown to midnight.

This has become an annual ritual between cops and ex-cons. But you know what? It's a waste of time.

You read that right. There has never been a concrete reason given that explains why a sex offender would choose the very public holiday of Halloween to re-offend. More importantly, I couldn't find a single report of a child being sexually attacked by a stranger during a Halloween party or during door-to-door trick-or-treating.

Look, the shameful crime of child molestation happens countless times every single day in this country, but honestly, there's no evidence that the mystical day of Halloween sparks extra sex crimes. That doesn't mean it's a day to drop our guard, of course, but it is not a day to go looking for stranger-danger boogeymen that aren't there.

It's much more likely that your child could be struck by a car Halloween night or fall victim to tooth decay from eating all their loot.

The idea that spider-web decorations, carved pumpkins and costumed citizens somehow incites crimes against children reminds me of the urban legend that grew up around tainted Halloween candy. Remember that hue and cry?

We now know that only two deaths of children have ever been traced to poisoned Halloween candy, and both deaths were caused by family members.

After Halloween in 1970, in Detroit, 5-year-old Kevin Toston fell into a coma and died of a heroin overdose. Lab analysis of his candy bag contents showed they had been sprinkled with heroin. Officers later discovered the boy had stumbled upon his uncle's drug stash and had accidentally poisoned himself. In an effort to protect the uncle, the family had dusted the child's candy stash with heroin.

And, in 1974, Timothy O'Bryan of Houston died after eating a Pixy Stix laced with cyanide. Turned out his father had deliberately tampered with the candy to collect on the 8-year-old's life insurance policy. It was a homegrown homicide and, despite all the media reports to the contrary, not the work of diabolical criminals bent on poisoning children. (By the way, Ronald O'Bryan was convicted of murdering his son in 1975 and was executed in 1984.)

The Los Angeles Times quotes Joel Best, a professor of sociology at California State University, as saying he's been trying to debunk the Halloween candy myth for more than 30 years. His research found a total of 78 cases of "poisoned candy" between 1958 and 1988. Two were the deaths I've just explained above, and the rest, according to Best, were proven pranks.

I can't tell you where or when this Halloween sex offender myth began, but it persists to this day. Every year at this time, newspapers and TV news programs are full of reports about police activities to curb this so-called menace that supposedly sprouts up every Oct. 31. And in some areas of the country, the U.S. Marshals service pitches in to make the S.O. house calls. It's become an annual media staple much like covering fireworks on the Fourth of July or the Thanksgiving Day parade.

When you remove diagnosed career pedophiles from the mix (and in my opinion they should never be released from prison, and they often are not), most convicted sex offenders do not re-offend. They work to comply with complicated sex-offender registry regulations and their parole officer's rules. They try hard to blend in to their community, where rebuilding their life by finding a job, a place to live and even a church at which to worship can be difficult.

I think it goes without saying that our police officers have better and more important things to do every Halloween season. But it's worth saying anyway. Let's free up law enforcement from this annual charade so they can concentrate on the real criminals in our neighborhoods.

Boulder City (KTNV) - Living near a registered sex offender, you might assume that he or she is prevented from taking part in Halloween. Residents of one Boulder City trailer park are learning that is not the case.

Neighbors at the Boulder Oaks RV resort were sure that their neighbor, a level two sex offender, was breaking the law when he decorated his home for the season.

The display around the trailer, included light up decorations, a ghost statue, a blow up Frankenstein, pumpkins and air-filled pumpkins. Some viewed those decorations as invitation for children.

However, Boulder City Police confirm that [name withheld], the man who lives at that trailer, is no longer on active probation. In his case, that means he is allowed to decorate for the holidays.

[name withheld] was convicted of sexual exploitation of minors in Billings, MT., in 1998. In the eyes of Nevada state law, [name withheld]'s had time to earn back certain privelages.

"When my grandkids are here, I watch them constantly. I'm very nervous. I have 5 grandsons, between the age of 12 and 5," said neighor Carol.

Carol claims she went to the police to complain about [name withheld] before ever knowing he was a sex offender. She later learned he was a tier two offender and she has since registered a gun.

"He scares me," explained Carol.

Action News paid a visit to the level two offender to express the concerns of neighbors.

[name withheld] said the RV park is an adult one, and he claims children do not live there. However, residents say they fear for all of the grandchildren that often visit.

"We have a lot of grandparents here that bring their kids up and down," said neighbor Tillie Martinez.

While an Action News crew was filming down the street, [name withheld] came outside, removed his decorations and took off on a scooter.

Boulder City Police say they can't tell [name withheld] to keep the decorations down, but he is included in a list of offenders being monitored.

"We check on them to make sure everyone is compliant. Everyone is within the law," said Detective Jen Ford. "Just because he's allowed to have them doesn't mean that we are okay, and we codone it being a safe place to be. He's checked on as much as everyone else."

Anonymous Attacks Child Porn Websites and Publish User Names

Summary: Anonymous attacked pedophile websites and stated that anyone hosting, promoting, or supporting child pornography will become a target.

This past week it was reported that the hacktivist collective known as Anonymous claimed credit for taking offline over 40 websites used for sharing pedophilia - and for exposing the names and identifying information of more than 1500 alleged pedophiles that had been using the sites.

News of the Anonymous campaign to actively target anyone hosting child porn sites comes from statements associated with Anonymous on Pastebin and two Anonymous YouTube video channels. AnonNews has yet to issue a press release.

It’s within Anon’s character to go after targets that provoke the collective’s ire. Yet in this instance the group is highlighting a moral sense of outrage and horror most people will relate to - the evil crime of child sexual abuse - while revealing an internet underworld that many will be terrified to learn about for the first time.

According to Anonymous' published timeline of events from the past few days, Anon’s campaign began on October 14 when some of its members were browsing a darknet site called Hidden Wiki.

Hidden Wiki is an index containing hundreds of underground websites that can’t be seen by search engines or viewed by regular internet users. Such sites can’t be reached by conventional means, and contain a variety of content ranging from innocuous to illegal.

An Anonymous Pastebin statement explains that their new campaign manifested upon finding a Hidden Wiki listing called “Hard Candy” that they say “was dedicated to links to child pornography.”

Anonymous claims that most of the pedophile-content sites listed on the Hidden Wiki, “shared a digital fingerprint with the shared hosting server at Freedom Hosting.”

The AnonMessage and BecomeAnonymous YouTube channels both posted videos with statements of intent to hunt, skin and kill pedobears everywhere, starting with Freedom Hosting.

In addition to both YouTube videos, Anonymous published statements with an events timeline and declarations of intent. According to this statement on Pastebin:

The owners and operators at Freedom Hosting are openly supporting child pornography and enabling pedophiles to view innocent children, fueling their issues and putting children at risk of abduction, molestation, rape and death.

For this, Freedom Hosting has been declared #OpDarknet Enemy Number One. By taking down Freedom Hosting, we are eliminating 40+ child pornography websites, among these is Lolita City, one of the largest child pornography websites to date containing more than 100 GB of child pornography.

We will continue to not only crash Freedom Hosting’s server, but any other server we find to contain, promote, or support child pornography.

Anonymous extended the threats beyond the cluster of Hidden Wiki’s index:

Remove all child pornography content from your servers. Refuse to provide hosting services to any website dealing with child pornography.

This statement is not just aimed at Freedom Hosting, but everyone on the Internet. It does not matter who you are, if we find you to be hosting, promoting, or supporting child pornography, you will become a target.

Late on Tuesday, October 14, Anonymous told Freedom Hosting to remove all the pedo links from its server.

Freedom Hosting ignored the demand and Anonymous responded by attacking and taking the server offline. It was back up the following day, but Anonymous had it down again by the evening of the 15th.

Commenters on various forums, including Reddit, have remarked that Anonymous’ attacks on Freedom Hosting’s sever are particularly sophisticated in comparison to previous Anonymous campaigns.

After smacking Freedom Hosting around, Anonymous then singled out another Hidden Wiki listing, a file-swapping site used by pedophiles called “Lolita City” from which 1,589 names were extracted and published on Pastebin.

Powerful vigilantes going after pedophiles - as appealing as it might sound to scorch the earth where sickness lies, serious questions are being raised about certain aspects of this campaign and concerns may emerge about possible interference with law enforcement activity that might already be in place.

Examiner ran this statement pulled from the Anonymous “Lolita City” documents,

If the FBI, Interpol, or other law enforcement agency should happen to come across this list, please use it to investigate and bring justice to the people listed here.

I think that saving the victims of these heinous crimes needs to be a priority in all this, as well as making sure innocent people don’t get wrongly accused.

Meanwhile, as the public at large begins to learn about the deep web, underground darknet sites and Tor from campaigns like #OpDarknet, it’s going to be a challenge to keep politicians and pundits from tarring internet anonymity tools with the brush of child porn and criminal activity.
