A former police officer busted in an internet sting. Investigators say he was trying to get sex from 13-year-olds in two Upstate counties.

Investigators say they literally caught Allen Dover with his pants down soliciting sex over the internet from teenage girls.

Dover was arrested at his home in Duncan Friday morning after running from deputies on Thursday.

Back in 1994 and 1995 Dover was bringing people to jail because he was a Spartanburg Public Safety officer, now he's the one behind bars. Investigators in two counties say webcam photos prove that he was trying to get sex from 13-year-old girls.

Detective Rick Floyd of the Greenville Police Department went to online chat rooms posing as a 13-year-old girl. He says starting in august a man began soliciting him for sex. He says the man even performed sex acts in front of a webcam. Then he discovered that a detective in Spartanburg County was chatting with the same guy. He says the man finally slipped up, revealing his face on the webcam and they were able to identify him as 40-year-old Allen Eric Dover. Dover was arrested Friday morning at his home in Duncan.

Floyd says he's not surprised to find out he's a former officer. Allen Dover worked at Spartanburg Public Safety from of October of 1994 to October of 1995. Officials there say he was fired for poor job performance. They say he caused several traffic collisions in his patrol car and missed some court appearances.

Dover is scheduled for a bond hearing Friday evening, in all he faces four counts of criminal solicitation of a minor.

Investigators say when they went to Dover’s home to arrest him on Thursday, he fled into the woods around his home and they could not find him, but Friday morning he called them from his home and surrendered. He could face more charges.

DEKALB COUNTY -- Sgt. Carey Biggs submitted his resignation earlier this week in the midst of an internal investigation. But police administrators haven’t accepted it because they may want to fire him instead. What he’s accused of doing has shocked his department.

"We are disturbed about the allegations that are being brought against this former employee,” said Mekka Parish with the DeKalb County Police Department.

Biggs, a 14-year veteran of the DeKalb Police Department, abruptly resigned Sunday. Sources tell Channel 2 the investigation began a month ago when a suspect came forward saying he had consensual sex with Biggs while he was on duty.

“It's extremely important, we cannot tolerate this type of behavior or any type of misconduct by our officers whether it's this case or any case of misconduct. We will thoroughly investigate it and make sure we get to the bottom of it and take that appropriate action,” said Parish.

Biggs allegedly met the transvestite suspect while investigating a forgery case in 2005. Sources told Channel 2 the pair had some sort of continuing relationship which ended shortly before the activity came to light. A police spokesperson would only confirm that they are investigating Biggs for violating police policy.

“After this investigation is complete, if we find that termination was warranted, we will report that to POST -- that's the organization that certifies police officers -- and that will go in his record in case he tries to go to another organization,” said Parish.

Right now there is no allegation that Biggs did anything criminal. Channel 2 was also told his wife is employed with the DeKalb County Police Department as a detective.
